What does this mean?
I have removed an shitty looking thorn bush from the front of my house and found this on the wall. What does it mean as its bugging the shit out of me.

It means, you won't be able to so much as change your toilet roll with out informing the council first

fair enough. wouldnt it have made more sense to have put these some where closer to the road. the hedge i have removed had been there 20+ years and i have other hedges at the edge of my garden so no fucker would have ever seen this sign lol.
