if you must have black wheels, which is plain wrong as car wheels should be silver imo, then with the rim tape looks better. but it would have to be perfectly applied or can easily look terrible.

definately with chip.you can get glow in the dark stuff i only got it coz it comes with an applicator thingy i got it in red from my mates bike shop and didnt like it to start with but it grows on you should be able to get it from halfords or something

just paint the rims differnet colours on the different spokes, at least you'll make peole think they are tripping out when you drive past
