you just need a friend in the council parking ticket office as most of them have access to the database!!!

the old one i use is to go into a police station and tell them your about to buy a car but your not sure about the seller, he seems dodgy. make up a name and address and ask if it matches their database as the registered owner. mostly the copper or civilian desk jockey will reply "no, we have it registered to a mr XXX from XXX steet"

Yes you can but you need to supply a good reason to DVLA for wanting it - for example, the vehicle has been parked on your private land without your permission etc etc
