Default brake balance??

My car has just failed its MOT on the NSR brake drum being 6% efficient, could this be a cause of locking the front wheel on that side, as If I hit the brakes hard it locks on that side, might it be over compensating for the lack of rear braking on that side? Because I have checked the front brakes and there is nothing wrong with them.

imo take the drum off i bet the cilinder has shit its self contaminating the shoes

do you think that could be causing the front left to lock, and are new cylinders expensive?

Wheel cylinders are cheap enough, as said they contaminate the shoes which swell up, no it won't affect a locking front wheel.
If it is a vauxhall change the wheel cylinders every 2 years anyway, they're crap.
