Maybe your firewall blocking it. If you dont have firewall then unplug your modem and after like a minute or so plug it back in. If this dont resolve your problem then im kinda out of ideas lol

Mate are you actually getting a web page? can you give us an error code?

if both pc's are using the same incoming pipe (pre router) is the other pc using alot of bandwidth?

Do the usual, cookies, temp files, history and fuck it have a defrag while your at it, those should help a bit with the speed issue.

check it and come back

Make sure you have checked your connection in;
Tools > Internet Properties > Connection tab.
Ensure never dial is selected and then go to LAN Settings and UNcheck everything. Also try plug ur dads internet cable into ur computer to eliminate cable/router problem. Also seeing u just reinstalled windows is ur computer going ten to the dozen downloading windows, nortons etc updates thus limiting ur download speed for everything else. If that doesnt work try another internet browser like google chrome, firefox or reinstall/upgrade explorer. Otherwise reinstall ur broadband software.
Im no expect so im out of ideas now.
