Default escort van load level brake sensors?

can someone explain to me how they work i seem to be having problems sorting the brakes out on a p reg escort van and im wondering if this is the culprit

they are above the back axel, they have a metal rod which attaches to the back axel and up to a valve with a spring on that moves depending on what load you are carrying, its on the same side as the fuel tank, just look for a metal rod going from the rear axel up to a spring and a box that has brake pipes coming out.

LOAD SENSING VALVE

The load sensing valve regulates the braking pressure passing to the rear brakes so that maximum pressure is only available when the vehicle is fully laden. As the vehicle's load is reduced the valve automatically lowers the braking pressure

During the normal life of the vehicle the valve will require re-adjustment due to spring settlement (especially during its early life) at the periods shown in the service schedules

so if this is f*kt, would it cause the rear brakes to bind?
