it's never necessary to use air injectors.
it may be necessary to use some sort of 'mappable' boost control though, be that air injectors, external boost controller or whatever. as i understand it, it's really only 'necessary' if you have a turbo / engine combination that sufffers from surge at certain conditions. in that case, you can eliminate the surge but still keep a higher boost later in the rev range which would not be easily possible using simple 'fixed' boost control devices like bleed valves.
in other cases it may be desirable to have some sort of electronic boost control. for example:
1) to have switchable boost levels for different drivers / road / weather conditions
2) to change the way the boost comes in
3) to have a high peak boost in the mid-range but reduce higher up the rev range
etc, etc.
