yeah but they are also changing the aerodynamics to compensate 4 it so wont make much difference

They decided that at end of last season, where have you been for a year

the rule changes are as follows

* Along with changes to bodywork, vehicle weight and tyre size, the document includes details of a "Kinetic Energy Recovery System", or KERS. This is a regenerative brake device that is designed to recover some of the vehicle's kinetic energy that is normally dissipated as heat during braking. The recovered energy could be stored electrically, in a battery or supercapacitor, or mechanically, in a flywheel, for use as a source of additional accelerative power at the driver's discretion.
* After being banned since 1998, slick tyres will be provided by Bridgestone in 2009.
* There will also be a cap on team budgets starting in the 2009 season.
* Section 3.18 of the regulations contains details of "driver adjustable bodywork". The angle of incidence of elements in a defined area forward of the front wheels can be varied by up to 6 degrees and adjusted by direct driver input. A maximum of 2 adjustments can be made on any lap.

I fail to see how they can cap team budgets though, how can you accurately prove what teams are spending where.

it could well do, but nobody knows at the moment the main idea is to make the cars less dependent upon grip based upon aerodynamics rather than mechanical grip.

adjustment of the wing will help in the biggest braking area and the longest strights

not too sure about capping the budget though, perhaps the engines being from one supplier will solve this?

I just do not see it as being feasible to monitor, specially for company's such as Mclaren and Ferrari who produce road cars in the same facility as the F1 cars.
It would be easy to loose a couple of million in the cost of running the facility and redirect this towards the development of the F1 cars.. In reality the company's other interests in the facility such as road cars could pick the bill up, but on paper it would not look this way.

I just do not see how its possible for the FIA to police this at all.
