right now im 21 and been drivin well over 3 years can i take a learner driver out on the roads?

If by "been driving" you mean passed your test over 3 years ago, YES, otherwise no.

You need to find out what your responsibilities and liabilities of accompanying an "L" driver are before you go out and be confident you can control their actions.

i thought it was 3 n a half yrs to 4? could be wrong though

From DVLA;

If you want to practise your driving with an accompanying driver, the accompanying driver must be over the age of 21 and must have held (and still hold) a full licence, in the relevant vehicle category, for three years.
