Painting over chrome!

Its not my car is some bike rims i have, they are chrome and flaking, is it possible to rub them down and paint over them? Also what is the best primer/paint to use to ensure they are heard wearing? Thanks Shane.

Ive never done it, but personally id imagine a good keyed surface, then etch primer and it will be fine.
