Have you a BT socket in your home at the moment??
Have you previously been cut off or moved from them to an alternate line provider?
I know I got our line connected for free when we moved in to our gaff but there was a bt socket on the wall, all be it having no "Dial Tone"

However that would not be the case with Ntl, Telewest lines!
If Mk5RST has been paying a bt wholesaler VIRGIN/ORANGE/TALK TALK and has left them or had them disconnected or indeed does NOT have a bt socket in his home this this may explain the charges.
