Not being funny. But why spend all that money going to Amsterdam for 4? weeks.
Why not just pay a Prostitute over here?
Surely he must know that at 26+ its not worth waiting for "the one" Might as well shag some random girl. Just to get the monkey off his back. That'll probably give him more confidence to start with.

I run something similar in this country for girls. There is an age limit of 17 though.........and no wrongens allowed.

And she wasnt my GF either.I think the guy on the TV, (assuming he wants to have relationships) has put so much pressure on himself. i.e Any girl he meets will HAVE to lead to sex in the end. That he stunts him socially. So maybe just having basic sex will help him realise that its not jsut about sex its about the other aspects of a relationship. And thats what he needs to work at. If he gets a long termer then it will flow naturally.
Or maybe Im way off.

Think about it though, if you aren't to popular at school and don't have to many friends, you may not get the chance to get out and meet a bird in your teens.
Before you know it your in your early twenties and most people you meet have, so would imagine it becomes embarrasing to admit to it, making you feel worse and so makes it harder to have confidence around the opposite sex.
