Can warped discs cause this to happen??

Can warped discs cause this to happen??
The brakes appear to be sticking and i know the discs are warped cos the steering goes crazy when you brake.
But now the steering shakes when driving the same as when you brake. So, can the warped discs be causing them to stick on slightly when driving??
