Yes. Its wrongly spaced and the digits aren't all the same shade of black, presumably to fool cameras.
(might work on congestion cameras, no effect on speed cameras
)

don't really know the law on number plates but i would say so as the 8 is so faded out that it would be impossible to see it from the distance you should be able to see it from
