Before the police car got close to the fence, you could see the fence was knocked off, that's how they got through and the police just missed going through it (got off the road a bit too late)

I've seen that one on Worlds Wildest Police Video's on the TV, where it can be seen alot more clearly and although there MUST be an explanation there is nothing obvious on the clip.
Remember that program is real-life police footage and not really much bullshit in there, unlike some of the crap you see on the 'net.
