Bin/Cue format will not burn directly to a dvd they are meant to be burnt to cd-r's hence why your having problems. You can use Nero, alcohol 120 or ImgBurn to burn the bin/cue to disk

Is the bin/cue a movie, game or software?

Nero is the tool to use, just click on recorder, then burn image, then choose the .cue file and it will write.

And you can burn a cue file to dvd

If you have a bin/cue format movie you cannot burn it straight to a dvd. You would need to use isobuster or vcdgear to extract the mpg from the bin file then either burn the mpg to a dvd as a data disc or re-encode the mpg to dvd format (vob)
