I paid someone with Western Union in the U.S.A
It was only about £50, for an item off ebay.
W-Union allows transfer of cash, you pay in this end, PLUS commision, you get a receipt number.
You pass that number to the other person, they arrive with ID, need to know the number and name on the transfer and get the CASH.
They can pick up the money anywhere in the world.
It's no worse than paying with Paypal and Ebay doing nothing about it when you loose the cash.
I've also paid with Paypal to private sellers on U.S ebay and always received the goods, only once had a slight problem with the goods.
All money transfer has risks.

Go into the Western union office, tell them how many dollars you need to pay at the other end, they will work out how many £'s you need to pay including their commision. The amount varies by the minute as it depends on the £ to $ rate at the time.

You don't need anyones bank details, just their name and address, they get cash in hand.

You can do it online I believe

If you want a secure transaction do a bank transfer.
Western union is a middle man of sorts you give them the money they give it to the other guy.
I myself would only ever use Western Union unless if it's for a family member or friend because that's the easiest way to loose your money.
