Default Calling an Irish mobile from a UK one?

(Sorry i always seem to be asking for help these days )

Anyway, i need to contact an Irish mobile phone, however, my mobile is telling me "call barred" everytime i try to call it.

I can get through when i use the landline, but not the mobile?

Any clues?
