Because of the bigger intercooler mate! There is no recirc valve fitting on the Rs500 intercooler so it goes to the plenium pipe instead!!

Yes, but they could easily have put one there 
.
The reason is that the dump valve seals are less prone to failure when they are on the cold side of the intercooler, and you wouldn't want to lose a race due to boost loss from a faulty dump valve, hence why it was homolgated this way for racing
