Complete the booze run mission and get yourself in with Organised Crime.
As for stealing cars - keep at it, then sell them when you have got one (after moving it to a different state that is).
More effective booze run is Louisiana - New Yersey with Beer. Short distance keeps traveling costs down, profit is about Ł150 per unit. Then on the return take run back to Louisiana for about Ł185 profit per unit.
