Make sure your well up on the other crimes though, Casino robbery, Bank, Store, Gas Station and pick pocketing. It all helps.

You will need about 3000 to 5000 bullets, a good gun and have practiced till you've got 100% with that gun. Then you got to find them and kill them.

Well its just a matter of time, like said previously in this thread you will have to do about 50-60 pick pockets to move up to the next level! Once u get to there u can earn a bit more cash, and by then someone will probly send u some! Uve gotta have a bit of patience though, sounds like most of the people on here have been playing it for a couple of weeks or so, its not gonna kick off in the first day!!
