Go to Bullets under Actions. Only 1125 bullets released per hour in each state. louis is cheapest at $100 per bullet

There is bigger guns and protection you can get but these can only be bought with by points. If your going to make a kill assume they have the Cadillac V16 Armored Limousine as protection - which will cost you more bullets.
