Doing the missions gives you bullets, also you gotta buy as many as you can all the time

different states have different prices ( i think Louisiana is $100 per bullet )
you can only buy 100 bullets at a time but the more pricey states you can get 3 lots of 100 before they run out
you gotta be quick to get them, here is a link to the release time in each state
