fuel pump/back seat!

Hi all I am having a bit of trouble with mk4 1990 mk4 xr3i....
I believe the fuel pump has packed in (checked the relay it's ok)
for the life of me I cannot get the rear seat base lifted up so I can get into the fuel tank to replace the pump.
are there any levers to pull of switches to switch as it has me stumped the backrest part drop fine but the base just won't budge.
it's the EFI model so am I right in thinking the pump is in the tank???

thanks for your reply, yes I found the cloth strap (like a loop shape) at the back of the seat in the middle, I have pulled it yanked it swore at it but still it refuses to budge!
May sound silly but, I unscrewed the seat bottom from the hinges and put it back in place, then had dramas getting it back off, just jigled the base wilst pulling that loop and it eventually came free

Even with the seat up I don't think you can get to the fuel pump enough to get it out, its a drop the tank job & get at it that way.
Have you got power getting to the pump ?
