Depends how many miles and service history? Tired engine with worn cams and low compression are usually pretty slow

Engines been well looked after , had a tuning specialist as it was runnin rich and he said it looks like some one has spent a lot of money on it .
Could it be anything to do with ecu or boost valve or injectors etc as i am stumped .

It's unlikely, a fault with the above would cause a running issue, not just a power loss. you could send the injectors away for testing and cleaning or buy new ones but i doubt it would make much difference. a fuel filter change would be worth a shot for the few quid it costs, but i'd stake my money on a worn cam

Get it on a rolling road and see what it's doing, they will be able to see what the fuel mixture is doing all through the rev range too.

Has the cam been timed up properly as they are very sensitive to Cam timing

Efi or mfi? If its efi the fuel filter is on the right as you look in the bay, its the shape of a coke can but slightly bigger!

Id take the rocker cover and check the cam. They do suffer badly from worn cams etc

I ve just spent Ł500 on mine complete top end rebuild as it was knackered!

Find out when the cam was done as the cam wear is crazy on the 3i's, mainly on cyclinder 4. Had mine RR and was expecting about 130bhp as it has a filter, 4 branch straight through and chip but only made 81bhp but they said this was due to a flat cam, They come out the factory at 105bhp lol
