I have a 1988 sapphire cossie and unfortunately here in New Zealand not too many experts . Left hand front wheel is -1.95 camber and chewing out the tire , how do I repair it? apparently factory settings are -95 to -1.5

there's no adjustment in a standard sierra suspension. excess negative camber is generated when the car is lowered. you could get it out again by buying adjustable track control arms (TCA's) that can be shortened to bring the wheel more upright again. or a bodgers way would be to make a new or longer hole where the TCA inner mount goes through the engine cross member. a long hole is an ok idea if you set up the camber and then weld a thick washer in the right place on each side of the x-member.

The car hasn`t been lowered to my knowledge , It is chewing the tire out really badly and I`m going to have to throw it away . Where can I get TCA`s and how much would i be looking at? How can i find out if it has been lowered?

is it just the camber that is out? if it's only one side it seems a bit strange. the geometry is so shit on sierra suspension that one part bent like tca or anti-roll bar puts the whole side out of alignment.
tca's can be had from rally design or TAS (search em on google) but imagine shipping would beexpensive to nz. maybe make your own adjustable ones by cutting and welding in a threaded bar. take a look at the ones for sale and you'll see how to do it.
is the bad side lower than the good? measure the distance from wheel rim to wheelarch.
