Default 2wd saph loosing boost help

hi ive got a saph running greens and a t3. it was boosting to 28 and holding 26 when i bought it. its been stood for a year while i repaired it and i cant get the boost to hold. ive used a new collins 31 actuator and it boosts to 24 and holds 21 which is how i want it but when it reaches about 4500 rpm the boost starts dropping and falls to 15 at 5500 rpm. ive tryed another amal valve but it would only boost to 16 psi with that with the actuator adjusted right up. i just cant figure it out the more the engine revs the less boost ive got. if anyones got any ideas it would be much appreciated.
