Default Core plugs

I fitted some new core plugs onto my block today the 1st of the 3 went in about a mm passed flush on the block and the other 2 i left flush ! Should all 3 be flush or slightly passed flush and should i have used some sort of sealant ?

Im not bothered about doing them again if need be just want to know if ive done them wrong or not with it being my first attempt at them !
