Default forge actuator problem

Hey!
I've got an RS turbo with a 195 chip from Motorsport Developments and a Forge actuator. When I step down in 4th and 5th gear (about 3.000 rpm), the turbo makes a boost peak upper then 1.5bar but the chip is set to 1bar...
I'm worried about the overpressure that it is doing, might the actuator be wrecked or malfunctioning? or this overpressure is normal?
thank's for the help!
regards

Adjust the actuator rod out until the boost is at your desired level of 1bar.

Already adjusted, in 1, 2 and 3 gear is 1 bar pressure.
The actuator is 10 to 15 psi to said to forge. Above 15 psi should release the excess pressure?
Only does it accelerate in 5th gear between 80 miles and 100 miles per hour.

Sorry for my bad english

The engine will load up harder in 4th and particularly 5th gear, adjust the actuator so it runs your desired 1bar of boost in 4th/5th and you will get slightly less in the other gears...
