Default S1 Lights Problem

When driving i have got no dipped beam, i have got side lights and tail lights. I can flash my main beam but when you flick the stalk forwards in the permanently on position they won't work.... i have checked all fuses, bulbs and relays.
Any ideas???
Light Stalk maybe?

have you checked all the wiring from the stalk to the lights in case youve got a broken/trapped wire

well it ain't the stalk cuz it's got continuity. But i don't get no power at the fuse box, so more than likely a wire.
