Default cylinder head rebuild

hi,
im in the middle of rebuilding a friends cylinder head, after his cam belt snapped. i have changed the valves, and lapped them in, and have put it all back together, lifters, rocker arms etc. But, this is the question, when i put the cam to the timing mark, number 2 exhaust valve is open by about 3mm. is this normall on a cvh head, or could there be other problems, like the cam for instance??

it is a 1.6 turbo cvh head!

are pistons 2 and 3 up when the crank is on its timing mark? if so this sound okay.

yer 2 and 3 are down?

thats right when crank is at tdc then 1 and 4 should be at uppermost of travel and the cam sounds right too
