Default help with twin headlights

right i bought a set of twin headlights for the wife's mk4 cab. got them of ebay and they came yesterday they are in very good nick but i was a bit disappointed when i opened the box to find that they are just fiberglass moldings with headlights bolted in. how can these be road legal or even mot passable as there aren't any ajusters on them to ajust the beam up or down and they are sealed beams with no sidelight 1 lamp has 3 prongs on the back and the other 1 has 2. is the 1 with the 2 the side light? are these proper morrete's or are there better 1's out there i always thought that morrete's had the headlights fastened to some sort of frame so they can be ajusted and the painted cover just screws on to it? can some 1 shed some light on this please.
