Default cone filter heat shield ?

Hi,

I've seen a lot of pictures of rs turbo's with a cone filter heat shield fitted but on ALL of them they had the heat shield fitted at the back of the filter surely it would be better to fit it on the engine side of the filter as this would shield the heat from the turbo & block etc ! anyone know why people fit it this way ?
