Where to get a Timing Belt Tension Gauge (21-113)?
Does anyone know where to get one of these, as per the workshop manual, or have one they would like to sell?

Not sure if you really need one, I've done two without a gauge.
Checking that you can twist the belt no more and no less than 90 degrees in the middle of the longest run should be enough for you to know it's tensioned properly.
Pretty sure that's how much people check tension.
