brake Problem On S2 RS Turbo??

Me mates got a S2 RS Turbo. He had shyte brakes due to a faulty rear brake cylinder. So we changed the rear shoes and the leaky cylinder and the brakes feel better, but when you first put your foot on the pedal it slows the car down, but has a soft pedal. If you take your foot off and put it back down the pedal feels really nice and the car stops fine??
Im assuming the servo or cylinder is fooked, but before I rip it to bits can anyone offer any suggestions please??

PS. It had ABS, but this has been removed and 2 tubes with screws in have been put in its place on the master cylinder...
