You do need tax if any wheel is in contact with the road according to Wiltshire Police as I asked them the same question last month and had to get a trailer

No, and A frame still sits the car on all four wheels, a dolly has its own wheels and the front (or back) of the car is lifted up onto it.
Ive used both on my trackcar with no tax TBH, but on the A frame strictly speaking i was breaking the law when i did so!

I thought it went something along the lines of, no insurance and tax needed if the driven wheel(s) are 30cm off the ground.
Thats what a copper told us years ago when he was bollickin us as a kid.
After that i used to push my track bike to and from home in a wheel barrow!
