Default First startup after rebuild woes

Hi all
This is one for the specialists out there.... it s got me stumped anyhow. And it s going to be long so bear with me....

So I have just started up my engine for the first time after rebuild. The engine has grey 403 injectors, bd14 cam on inlet, std exhaust, pocketed pistons, big wing sump, high pressure oil pump, swedish plenum with 70mm throttle body, rs500 intercooler, t36 turbo Technics, double valve springs, porte head, mongoose 3inch exhaust.
on the ecu side it is an l8 rp-lab modified programmable ecu with wasted spark, als.
Rp lab has just sent me a startup map for my specs and everything looks good.

So started car (started first time!) Very high idle and rough running, refusing to rev with misfires so.... checked all timing (dizzy was slightly off ) set tps to 0.35v closed 4.8v open on ecu pins, swapped iscv valve (have 3 from my delta integrale) and tried again. No more misfires but still high idle and rough. Afr was 18 at idle, rplab monitor shows all sensor to be working fine (cts, ats reading were correct so was map sensor) but flagged lambda error.
So un plugged lambda sensor and big improvement!!! Idle much more stable and engine finally reved quite normally but afr still lean at 16.5. Let engine warm up till fans kicked in and tried to plug iscv valve back in but engine just reved its tits off so un plugged again....

Today, turned on engine again after using another pf09 tps, iscv still unplugged and let engine warm up. After it was warm I blipped the throttle and engine revs okkayish... afr seem correct (dropping to 11 under throttle) but revs only fall slowly and seem to hang at 2500rpm for 5s before returning to idle. Decided to try and plug iscv back in and.... no racing revs but no change whatsoever.... on or off idle doesn t budge !!! And yet I checked the iscv with the software making it pulse and it is isn t stuck and responds to the ecu.
I sprayed brake cleaner on the plenum and throttle body to check for leaks but nothing suspect......

Does any knowledgeble kind soul have any ideas ???
