Another Rst metering unit question!!!

Newbie on here.
Long story short, I have bought another rst after not having one since the mid 00's
She's a non starter, and was diagnosed as knackered fuel unit. I ordered a 2nd hand unit from a running car, supposedly and still no starting. Changed fuel pump and got it to start for about a minute whilst pushing down flap on metering unit. Was running lumpy so took out injectors and 3 had poor spray pattern and 1 was dripping when bridged fuel pump relay and pushed down unit again.
Ordered 4 new injectors and fitted, did a flow test to see new injectors were good and all 4 flow but number 3 is squealing away all the time with relay bridged. When I take off the 12mm banjo bolts from metering unit the top chamber (injector 3) is pouring out continuously and the other 3 seem to be bubbling?? When you press the flap on the metering unit all 4 have plenty of fuel coming out but number 1 is noticeably more and is constantly pushing out fuel.
I changed over to another metering unit I have and it does the exact same thing???
Are both metering heads cooked or is something else a miss??
Spoke to a company today who can rebuild metering head for £400 but dont want to spend out if its only going to do the same thing again.
Car does start but obvs overfuelling and running rough.
Any help would be much appreciated.
