Default Fiesta turbo running issues fueling

Hi guys recently bought a fiesta turbo that is a bit rough round the edges.
Don't know the history of the car at all...

What I've got...

When I bought it, it was over fueling massively, black smoke sluggish starting etc didn't boost 100% but did boost.
I took it to my work and put it on the mot annilizer and the COs where through the roof so I adjusted the co adjuster and got it as close as I could...
Black smoke is gone and starts and idles much much better... However it will not boost up at all now, the second you hear tiny bit of turbo wistle it starts coughing and sputtering almost like it's under fueling now.
I've checked fuel pressure and I have 42psi at prime and about 38psi on idle

Any ideas? Defo seems more fueling related.

Thanks
Danny

It's standard running only 5psi, I can't hear any leaks and I have sprayed brake and clutch on inlet and vacuum hoses.
Ecu has defo had a chip in at some point, you can see the tape marks on the Ecu
It's running ofab if that makes any difference at all

Hmm does sound like it under fueling, I've had a similar problem and it turned out the rocker arm was loose on number four, have you checked spark plugs and the firing order is right I know silly things but most of the time it is something like that
