Seen quite a few Peugeot experts with very similar problems, pretty identical actually,
Every time it's been the body control module that fooked,
can't say for sure that's what's wrong with the 206 but I'd be very surprised if it wasnt

Will be the bsi unit, I had a partner combi where the wipers would work on their own. At first it was just about tolerable and in winter it wasn't a bit issue but I'd the dry even a short journey would be unbearable with dry wipers screeching on a dry screen!
For that iirc they're about £260+ or you take a risk with a unit from a breaker.
Picassos are prone to it apparently.

I had a similar issue with a 206 the other week the side lights stayed on with the ignition key in and it would turn over and not fire so i sent to the auto spark that i use as i couldn't get it going and the problem turned out to be the light and indicator stalk unit, according to the auto spark the power goes through it to the ecu therefore the ecu power had gone.
it could be this its worth a look.

Sounds very much like a bsi issue. Have a google you can do a bsi reset. Failing that you need to remove bsi and ecu and match numbers to a second hand set (bsi, ecu, key) for around £100 iv done a few.
These, you can reset it using a how to on the interwebnet. It will be a temporary fix and/or the bsi unit may not work at all after. I think it involves leaving the window open etc...
