powersteering fault??

powersteering fault??
the steering is really heavy with a groaning noise?
the power steering fluid resevoir itself is on a the right level with no leaks..
could this be the pump itself or the powersteering belt as tbh its looking really tired
the car is a 87 2.8 xr4x4
