I don't think anyone can give you quality assurance on a turbocharger from a picture mate.
Only way you'll know for sure it's A1 is to get a rebuild. If you want to risk it, ask the seller if there's any play in the shaft.
Why not get yours rebuilt?

As said you'll never tell from a picture. Plus I don't see how a turbo can be "as new" when its been removed from a 22year old car.
Just get yours rebuilt. Will cost a bit more but then its peace of mind.
You may find that turbo will be fine, it may only last a few miles or it might be dead already.
Had a friend who didn't want to fork out to get his turbo recon'd. He's probably spent more buying second hand ones every 3-4months when they give up

to confirm its an 1990 gt4 st185, me and my dad went halfers on the car, its got very low boost pressure and white smoke, not sure what our long term plans are with the car as im off to the army in 2 months, me an my dad have agreed that the car will need this problem sorted even if we decide to sell it. its currently ny daily driver we dont want to be spending alot of cash on it hence why were looking for a 2nd hand unit

firstly, your fault doesnt sound like a blown turbo so DONT buy anything without a diagnosis.
second, a rebuild on those turbos isnt actually very expensive i had one done on my MR2. plus theyre ceramic as standard and the chances of an original 2nd hand one still being in good nick after this long are a long shot as theyre not very strong.
honestly mate, get problem diagnosed then IF it needs a turbo just get a rebuild from a proper turbo company like CR Turbos and you'll be sorted.
