If your talking about the scroll function on the touch pad the its more than likely that the driver hasnt been installed for the touch pad rather than a hardware fault.

The best thing to do is get yourself on the dell website and go to support page. They normally have a download section where you can find the drivers for your specific laptop. Go on that and hopefuly they should have the touch pad driver for you. Download and install and bobs your auntie... well hopefuly it is

I have just been on the Dell website for you. They dont list the 5030 but the 5040 is listed with a touchpad driver..

Here is a link to dell which should help

As above, but it's also possible it's turned off. Start>Control panel and find something mouse/touchpad related.

I know this may be a silly question, but you dont have a button on the keyboard that turns the pad off do you?.. I only ask as I have one on mine.

Very strange though, normally mouse drivers should sort it, or settings through start > control panel > mouse should sort it...mmm bizaar. Bit difficult to sort without having the laptop in front of me
