is that at idle or under load?
if you have wired it direct from battery then at idle you will get whatever your battery is getting 13.3 is a little low for an alternator output but still enough to happily charge a battery, may be a sign that the alternator is getting a little worn out tho

13.3V is fine for alternator output, so long as it dosen't drop below 13V under load then it's fine, same applies to the fuel pump, the problem with the wiring is it degrades and resistance builts up over time hence it is not able to supply the power the pump needs.
Measuring the voltage at idle is no good as that's not the problem you need to check it under load, easiest way is to run some wire into car, give it a bootful and check the voltage does not drop.

The pump is designed to run at 12V, but voltage is not the problem it is current(amps), a 044 can draw 18 amps at full lockout.
If the pump has been rewired right from battery to the rear then it will be fine, so long as the earth is new also and NOT to the body, as resistance will build up here, direct from battery is more secure.
