rs1800 rebuild

new to passion ford so hello all
i'm trying to rebuild my first engine after the bottom end went bang and just got a question about setting the cams. i don't quite understand the haynes manual and really i should have noted the position of the before dismanteling it.
i have TDC on cylender one and have just put the cams back in but wondering what possition the cams should be in before the cam belt goes back on. at the moment when looking at the engine from the front, i have both the lobes for in and ex of cylender 4 pointing inwards towards the center of the engine or basically pointing towards the spark plugs.
i know it's a numbty question but it's my first build and just want to get it right.

Im sure i heard there is a camshaft locking tool which slots into the opposite end of the cams, that way there is only two ways it can go. there should be some markings to line up somewhere though...
