Engine won't run at full power

Hi again people!
My escort won't run over 3500rpm it just begins to cough, and won't give the proper effect, the turbo kick isn't there. I'm charing 1bar good tuned engine, whT cloud be wrong?

Define good tuned engine?
List the modifications the engine has and when it was last set up.
Car coughing at 3500 is a bit vague. Is the turbo spooling at all? as I would have thought you would get a hint around 2000rpm.

The actuator was new last year a -31 garret. The turbo spools fine it's a bigger turbo thou so lag started at 2500 before. Ok, i'll try my best to transalate the tuning.
- low comp oversized piston
- a mild cam doble valve spring
- stage 3 head
- balanced crank
- steinless steal exhaust
- kn conefilter
- stronger rods
- std. Exhaust side turbo with ar.42 with a 60 turbin cold side all of it ported.
- exhaust manifoil and innlet is portet
thats about it.

Had a lot of this on here recently...
If things like plugs, leads, dizzy cap, etc.. are all good then sounds like underfuelling... again!
But could also be actuator, faulty sensor or ECU, etc..

well if it was u der fueling it sound more "eletrical" than that "blarf" sound it has. This so typical my luck :P
