I know what you're getting at.
BUT
The Terrorist Activity Unit are still looking for terrorists regardless of whether theres a numpty sat in a Lay by with a laser. The coppers who get assigned the menial traffic couldnt catch much else. Thats why they arent on Drugs or Bank Jobs.
