I'm guessing your O2 "dongle" is a 3G modem - allowing you to plug it into a computer or a laptop and access the internet over the cellular network.
So if you DON'T have internet in your house, then this is what you use it for.
If you want to share this 3G internet access with other devices that only have wifi connectivity (such as a laptop, or a tower PC with built in wifi or a wifi card) then you'll need a special 3G router, such as this one;

You connect the 3G dongle to the router, and the router shares it's internet connection via wireless. Effectively, the 3G dongle is being used as a modem; all the router is doing is sending out the signal wirelessly to devices using a standard wifi receiver.
If you are saying your tower PC hasn't got wireless connectivity, and you want to use your "dongle" to make it connect, wirelessly, to your current router (and that you have a standard wifi router and home internet connection rigged up) then no. Unless of course your dongle is NOT a 3G modem, and infact is just a USB wifi adapter. Which I'd be surprised if it is, as I've never heard of O2 supplying a wifi adapter.
Can you post a picture of it? Or any info about it so it might be identified?

Thrush, we have a router. Just as the old PC i have upstairs has no wifi card I thought I might be able to use the O2 Payg dongle as a transmitter to the router if this is possible? It's a 3G one with HSPDA (think i got the letters right)
This is the Dongle...

No, what you have is a device that allows a computer or laptop to access the internet over the cellular (mobile phone) network. It's basically like having a sim card attached to your computer. It won't connect to your wireless router via wifi.
