paypal funds held for 21days?

i just got paid for something ive sold through ebay and went to pay for something ive bought, but my paypal home page comes up with this

apparently it says it happens if ive had a lot of bad feedback but ive only had two negative in 3 year? :S apparently if i post special delivery and give a tracking number they can be released but im meeting the guy tomorrow to hand it over in person.
has anyone had this before?
will they be released as soon as i get positive feedback from the buyer? just a little worried as ive not had anything like this before!

simple rule of business never part with any goods until cleared funds are recieved. theres to many low life scammers out there.

yeah thanks, i might get the bloke to leave feedback there and then, then i know its all sorted, otherwise ill refund him and get cash. bit of a pain in the arse really :S

Bollocks to accepting a paypal payment for someone is collecting. You realise that the buyer can open a dispute with paypal claiming you never sent him the item, as he collected you will have no tracking number to prove to them the buyer has the item you sold.

i once bought somthing and the funds didn't go straight through, i rung paypal to find out why and turns out that because i had got a new bank card a week earlyer and they needed the numbers that had changed on the back of it, maybe its a reason as innocent as this.

I too had a problem with a payment pending. I bought something and went to pay for it not realising that the person i was buying from was being told that my payment was "pending" It was purely because i had registered a new card number to the account but not authorised it or something along those lines.
I've found that life I needed.. It's HERE!!

its all paypal ebay secrurity crap bad for the seller they wont release it untill he leaves you good feed back and if he doesnt you will have to wait 21 days before it clears shiiiite realy and also check you ebay account i bet they take around 30-40 quid for seller fees its all a big rip off realy you pay for it to be advertised say a couple of quid and then when it sells they take a percentage of what it sells for so say like you sold something for 250 i bet you loose around 50 of that in just sellers fees to ebay and paypal,its 1 big con i think

if he's coming to collect it, ask him to bring cash and refund the paypal

Happend to me too as I havent sold on eBay for quite a while, never had negative feedback though. Stupid thing is that I needed the money to bid on home cinema system. I missed out on that and it went far less than normal.
They will release the money earlier if the buyer leaves you positive feedback but the buyers I sold too is so sloooow.

had it happen to me ... found all the ebay email addys on google and basically emailed everyone and moaned like hell ..
all of a sudden 2 days later account got sorted out ...
just happy the seller was a sound bloke ... and understood ...
