Noise on boost, won't go above 12psi????

Dug the saph out yesterday, been away since August, car is totally fine apart from 1 niggling fault, it won't boost over 12psi.
Car was rebulit a while ago, and from what i remember i never had this problem before. Wehn i had the engine built and run in, it was fine, then i went to up the boost and it won't boost anywhere over 12psi.

When I accelerate it makes a "wheezing" type nosie which gets louder the higher up the rev range it goes, almost like it's a bearing in the turbo, but just doesn't SEEM like it's the turbo, if you know where I'm coming from.
Car has had a new intercooler and has also been rebuilt, just looking for idea of where to start, and i'm sure it's not the actuator before i get told to check that.

have you plugged an air line in to check ?

Not done an airline test to pressure test it yet, what's the easiest way to do this??? I've setup the actuator before with a hand pump, but is there any easy way to do the whole system like this, other than getting blanking plugs and a connection to plug an airline into??? I did think it might be the intercooler, BUT it's new, so wouldn't say much for their QA/QC process.

Block off the inlet hose to the turbo somehow, then plug an air line into turbo where the boost control pipe would go and pressurise, you'll hear where the leak (if any) is coming from.

cant remember as my mate checked it at his garage and this was about 5 years ago now. Do you have a dumpvalve as it could be that?

The line was plugged into one of my hoses and cannot remember but im sure someone here will be able to help with that
